Nama Pelalawan, diambil dari nama suatu kerajaan yaitu Kerajaan Pelalawan yang daerahnya mencakup sepanjang aliran Sungai Kampar dan Pesisir Timur Sumatera pada dahulunya. Berbagai wisata ada di Kabupaten Pelalawan, baik wisata alam maupun wisata budaya.

Kabupaten Pelalawan, Provinsi Riau, dibentuk berdasarkan Undang-undang Nomor 59 Tahun 1999 diresmikan pada Tanggal 12 Oktober 1999, merupakan pemekaran dari Kabupaten Kampar, dengan ibukota Pangkalan Kerinci.

Lanjut Zulkifli menjelaskan, Posisi strategis Kabupaten Pelalawan ini menjadi modal dasar dan keunggulan pengembangan dan pembangunan di segala sektor termasuk sektor pariwisata.
